UPDATED: RCMP charge two Enfield men with child porn-related offences

ENFIELD: An Enfield man believed to be part of several community groups involving youth is one of two men charged by N.S. RCMP with child pornography-related offences.

In an interview, N.S. RCMP spokesman Cpl. Mark Skinner said the forces Provincial Internet Child Exploitation (ICE) Unit has charged the two men.

He said on Feb. 4, the ICE Unit arrested a 35-year-old man and searched a home in Enfield, assisted by the RCMP’s Digital Forensic Services and East Hants District RCMP. Investigators undertook the search after receiving a complaint.

Carlos Ayapal Gonzalez Moraga of Enfield, has been charged with the following offences:

  • Sexual Interference
  • Making Child Pornography
  • Making an Agreement to Commit a Sexual Offence Against a Child

Reports online indicate Moraga was part of an indoor cooed soccer program at the Dome. Police were unaware of this.

As a result of the investigation into Moraga, on Feb. 7 the ICE Unit arrested a 47-year-old man and searched a home in Enfield and a business in Halifax, with assistance from RCMP Digital Forensic Services, East Hants District RCMP and the RCMP Human Trafficking Unit. 

Peter Alan Moorhouse, 47 of Enfield, has been charged with the following offences:

  • Making Child Pornography
  • Making an Agreement to Commit a Sexual Offence Against a Child

According to LinkedIn, Moorhouse is the President and CEO of the Better Business Bureau Atlantic based in Halifax.

Police confirm that Moorhouse is part of at least one church group in Bedford. They could not confirm or provide a list of other community groups he is connected to at this time.

Cpl. Skinner said investigators believe that Moorhouse is part of several community groups which may have given him access to youth.

The RCMP is reaching out to the public in the event there may be more victims.

 Police are appealing to guardians, parents and youth in the area to encourage anyone who may also be a victim to contact Enfield RCMP detachment at 902-883-7077.

Both men were remanded in custody and were released yesterday on conditions. They are scheduled to appear in Shubenacadie Provincial Court on March 22, 2021.

The investigation is ongoing. 

In Nova Scotia it is mandatory for citizens to report suspected child pornography. This means that anyone who encounters child pornography material or recordings must report it to the police.

Failing to report suspicious activity and materials could result in penalties similar to failure to report child abuse set out in the Child and Family Services Act.

The RCMP encourages citizens to be a voice for children who are victims of sexual exploitation by reporting any suspected offences to your local police or by using Canada’s National tip line for reporting online sexual exploitation of children at www.cybertip.ca.
